Updated this CL to use "target_runtime_entry" only to avoid platform #ifdef.
The correctness depends on https://codereview.chromium.org/12213080/ which
replaces the RUNTIME_ENTRY with EXTERNAL_REFERENCE for ARM and MIPS.
