@haraken for the use cases in Blink, it's actually useful to be able to
distinguish between not-present and undefined for GetHiddenValue. Given the
double-lookup nature of GetHiddenValue, it seems worthwhile to avoid a test
for HasHiddenValue() (not currently exposed as part of the API).
