Try then:
 (function(){
    var c = 10;
    (function(){
       debugger;
       console.log(5);
    })();
 })();

Now you cannot find c anywhere.

From a functional point of view there is no difference to have or not c accessible in the function if c is not used. But it makes a difference in debug. In order to see the value I need to go an modify the javascript.
