That makes me more clear now on the OSR/Standard-constant. The handling of
non-standard constants in OSR code should be the same as in non-OSR code.
BTW, that mitigation and titzer's fix seems not to fix vegorov issue. All
double constants, event its UseCount is zero, are always emitted eagerly.
