This was introduced in r15402.
You can get the icu as below
svn checkout --force \
https://src.chromium.org/chrome/trunk/deps/third_party/icu46 \
third_party/icu --revision 214189
It is executed automatically if you run "make dependencies" in systems that
have 'make' (Linux, Mac, most other Unixes).
In Windows, you have to execute it explicitly.
It seems the BuildingWithGYP wiki only talks about gyp deps. It needs a
update.
