New issue 3051 by [email protected]: expose ArrayBufferAllocator() to
external API

Once the ArrayBuffer::Allocator is set via SetArrayBufferAllocator it can
never be retrieved. The internal api has a ArrayBufferAllocator() method
which return the Allocator* but this is not exposed to the external api.
Exposing it would allow the embedder to use it to free memory allocated
with the Allocator.
Not sure if this is the place for new external API requests. Apologies if
it is not.
