I don't have a Windows machine, and most people here are still OOO, so to
speed things up, could you check if the generated snapshot.cc stays the
same across builds? On ia32 Linux it would be at
out/ia32.release/obj.target/v8_snapshot/geni/snapshot.cc, no clue where
things end up on Windows.
If snapshot.cc is identical, it must be something else, so I'd like to
determine if this is the case or not first.
