ignored in with-statement

An empty variable statement still needs to create a new binding in the
function's variable environment, somehow the identifier reference in the
with statement does not resolve to the correct binding.

Test case:

(function f(){var f; with({f: f})return typeof f})()

Expected: function returns the string "undefined"
Actual: function returns the string "function"
