New issue 3394 by [email protected]: API should allow symbols as property
names

Currently the common base type for Symbol and String in the API is
Primitive. This should be changed to add an interstitial Name type.
The accessor API currently declares properties as type Local<String>. This
should be changed to Local<Name>.
Alternately we could duplicate the accessor API, adding variants for Symbol.
