Harvey,  in my repair manual for the 31' Sovereign,  you are right on -
that is what they recommend doing.  cut out the bad part, place 1X2   s  
under the floor, fasten with screws through the adjacent floor , replace 
with a new piece of plywood ( screw down onto the 1X2s)
