Many people are on the road and large or long downloads are expensive, or
impossible, for them.  Anyone who wants to post large pictures, IMHO, can
put them up on a web site (there is plenty of free web space available),
where the larger pictures can be viewed by those interested.  Also,
remember that an attachment goes into a directory on everyone's computer,
and clutters up the disk/uses disk space.
    So far as the work involoved, is it more sensible for the originator to do
the small amount of work involved to reduce the size, or is it better to
ask the whole list to tolerate the longer downloads and used disk space? 
    And don't forget that there are some who cannot afford, or don't choose to
afford, "a trip down to their local computer store?"
    Just my views.
