         This is a hoax.  It's come up and been spread several times a year 
for the last several years, complete with a "bill number," that doesn't 
actually exist.  Whatever you may think of those guys in Congress, they are 
not actually stupid (although they sometimes seem so).  Similarly, the 
'knowledge' that the FCC is considering imposing a tax on email is a 
hoax.  There are several sites that you can use to check up on these things:
