How about the VAC just accept donated trailers. 
Charity cases as it were.  Then the idea of the
"up-front" money is gone.  If it's rare, it'll most
likely be in great shape, and someone will buy it,
ully knowing what they've got, but if it just needs a
home, it's more likely that we can collect the
donations to buy it, of have it given to the club.
