We have kids.   The jacks prevent a lot of excessive trailer bouncing..  We have a 21 foot trailer, however, so I suppose they are more prone to bounce.   The 21 foot trailer bangs it's bumper on the ground before the built in jacks hit.

The use of stabilizing jacks are purely optional. They are used to keep the trailer from "bouncing" when you walk around in the trailer. Some people love them, some hate them.
