The Federal regulation requiring motor vehicles to be equipped with ABS brakes is 49CFR Part 571.121 also know as FMVSS 121).  Probably more than you wanted to know!   This regulations outlines a number of tests that the vehicle manufacturer is required to meet to conform to the regulation.  Any modification to the system might mean that the vehicle would not meet the performance requirements.
