I have found several posts about the "Guest Additions warning" message.
The question I have is whether there is anything I can do to keep my
machine from automatically updating guest additions every time I build a
new VM. It makes the build process extremely slow. Instead of taking 10
seconds to bring up a VM it takes several minutes as it downloads packages
from ubuntu.com every time. Does anyone have any suggestions?

This is the output I get.

[default] Importing base box 'precise32'...

[default] Matching MAC address for NAT networking...
