I'd echo the others suggestion to install the plugin via a normal cmd window. You should still be able to vagrant up in cygwin as long as it is in your PATH, but the interactions with other software and Unix paths under cygwin is hairy. I use it regularly under bsbun, but I never really perform the install there.
