There are no programmers left in America to be stimulated, or do the
stimulating, whichever comes first.    Here I speak particularly of a
software project already endorsed by our Preez-to-be and, sad to say,
project without significant FOSSing, to date:   digitized health records,

Of course, the problem with electronic medical records standardization
to this point has been that the government has deferred to the free
market (being, of course, the antithesis of the free software.)
