I don't know of a caching server, but I've used lftp
(http://lftp.yar.ru/) instead of rsync to mirror a directory as it does
date/size comparisons over FTP rather than ssh. I prefer to use cron
and rsync, but lftp is easier to setup and works on those servers where
they won't give me ssh access.

they all load the kernel and modules off a remote server -- and it can
