Don't you hate that feeling?  I call that 'Microsoft angst.'  It can
indiscriminately ruin a whole day... or project.

Yes.  It uses some low level DLL-selection methods that were created
to combat DLL hell.  It loads the versions of all the common DLLs as
they existed in IE6's lifetime.
