Rick, the software bill you refered to is now in the Government Operations
Committee. At this time they have not addressed testimony. However, the chair
informed me that the Dept of Information and Innovation has written an "Open
Source Software and Open Standards Policy and Guidelines" that has been
approved. I am bringing home a copy. What is the best way to get it to you?

I hope it is helpful. You can also keep track the bill online at
www.leg.state.vt.us. I shared your thoughts with the committee chair.

Thanks, Kitty

Dear Ms. Toll,

Thank you for your prompt reply and your willingness to follow up on
this bill. I forgot to mention that if you and your technical adviser(s)
have any questions about Open Source, I can put you in touch with
experts statewide; their professional areas include state and city
government, higher education, consultation, communications, small and
large businesses, software development and so on. More articulate and
knowledgeable folks than myself will be happy to field any and all
questions on the subject. I would provide a list of these folks for your
reference if you'd like .

Thank you again,

Rick White

Rick, I have not had the opportunity to read through this bill thoroughly, but
will do so. I will also check with the assigned committees members and ask the
status of the bill is at this time. Thank you for contacting me. Kitty Toll

Dear Ms. Toll,

I am a resident of Cabot (but with Marshfield address & phone). As a
Linux user and open-source software proponent, I urge you to give your
favorable consideration to the current bill H.0516:

AN ACT RELATING TO COMPARING THE COSTS AND BENEFITS OF DOWNLOADING FREE
OPEN SOURCE SOFTWARE WITH PURCHASING PROPRIETARY COMPUTER SOFTWARE

The State of Vermont could gain considerable 'bang for the buck' by the
utilization of open source software. It would free up funds otherwise
pocketed by Microsoft and unyoke us from their revenue treadmill.

Open Source software is a secure and fully scalable implementation of
open standards, with source code available to all to use or modify as
they please. Proprietary software leads to vendor lock-in and at the
mercy of their pricing whims.

Thank you,
