Hmm...does the first bullet point rule out the GPL (or any non-permissive, BSD-style license)?
"1. Free Redistribution The license shall not restrict any party from selling or giving away the software as a component of an aggregate software distribution containing programs from several different sources. The license shall not require a royalty or other fee for such sale." I know this is lifted word-for-word from the OSI's definition, and they obviously approve of the GPL. But in general the GPL *does* prevent you from distributing software "as a component of an aggregate software distribution containing programs from several different sources," right? I guess the subtlety here is what counts as a "distribution." I most naturally read that as "code that will be compiled and linked together," in which case it would rule out the GPL. But I guess they must mean it in the sense of "GNU/Linux distribution," in which case the GPL is obviously fine. Hope that doesn't trip up anyone in state government...
