These plans, to be submitted to the Town and Country Planning Department, are part of the people?s interaction on the draft Regional Plan 2021. The date had been extended to June 15 from a ?final? date of April 15. The state expert committee, that is the members of the Task Force minus the representatives of GCCI, the GBA and GCHI, is expected to incorporate the changes that are likely to crop up, based on the socio-economic plan prepared by the people. Sources also informed that in cases where disputes persist between the village committees and the panchayat body on RP 2021, the TCP will call both the parties and try to facilitate a settlement in those villages, while boundary disputes between villages would be sorted out by the respective BDO. Sources allege that there are cases where some wards of some villages pay taxes to one panchayat and have voting rights in a different panchayat. They also say that all ODP areas will be part of the regional plan and even those panchayats falling in ODP areas could submit their plans and suggestions and the VP status 1, 2,or 3 would be decided as per the questionnaires filled and the gram sabha resolutions thereto. Meanwhile, the delegation of GBA called on the office of the Chief Town Planner on June 4, and met the Senior Town Planner, Mr S T Putturaju and Deputy Town Planner, Mr Vinod Kumar, and sought to know the time frame in which the RP 2021 would be ready. The GBA also reiterated its demand that the RP 2021 be kept open for 30 days before the notification of the Final Regional Plan 2021 for Goa. Secondly it brought to the notice of the TCP that the public was not informed that in case of conflicting opinions, the forms and not the gram sabha resolution would be considered, as indicated by the Senior Town Planner. Several village committee members have also opposed such a change in the process of the village plans, as the resolutions of the gram sabha, which are according to the laws in force are legally binding on the village panchayats. GBA has demanded that the elected representatives of the panchayat, zilla panchayat and a representative of the village committee on RP 2021, should be members of Taluka committees to ensure peoples? participation in the planning process. It may be recalled that the GBA had raised several queries about the RP 2021 process in its letters addressed to the Chief Minister, Nodal Officers of the Task Force on RP 2021and Chief Town Planner, since the interim report was issued in April 2008. The GBA press note says that it informed the TCP that it had conducted a village planning workshop in one village, which made socio-economic plans based on which land use was planned, and pointed out that though the Directorate of Panchayats had sent the format for socio-economic plans to each panchayat, the required plans have not been made by the panchayats.
