Hi Ian,

1st it's distribution - currently, mapboard overlays are a separate 
download that are placed in <boarddir>\overlays\ - they are not 
included in the VASL .jar or .mod d/ls.
2nd it's programming - I don't have the chops req'd to access the 
<boarddir>\overlays\<overlay zipfile>\<overlay imagefile> from inside 
the VASL buildFile.
3rd it's redundancy - what we've got now works ok (perhaps a bit 
undocumented though), but if a new system got started, the old system 
would still have to remain in place.
4th it's playability - w/ the current system, the mapboard overlays 
can't be selected / moved / cloned / deleted during play. Making them 
into Draggable Overlays would make them 'playable' & could interfere 
w/ attempts to select another on-map DragOver, which would be 
obscured by the selection of the mapboard overlay.

That said, it would be a simple enough task to create a sub-tab in 
the VASL Draggable Overlays for Rotatable MapOverlays. But IMO the 
disadvantages (#4 especially) outweigh the advantadges.

W/ so many setup files available, the knowlege of how to place them 
correctly is becoming a rarely-used 'lost art'. I think you should 
stick w/ learning how to use the existing system, ask your VASL oppos 
or post to war-forums for advice. I'm certain you'll be able to do it.
