So 1 and 2 are the technical reasons against, both of which I can 
see. Point 3 is kind of a "don't confuse people who already do it the 
way it's done now", which is fair enough, even if I don't agree with 
it, but point 4 seems to be the killer, that they'd become "playable" 
once they were laid. No way to "fix" them once they're on?

The system as it stands is great if you're just setting up a scenario 
and playing, for me trying to design a scenario, you have to know a. 
what the overlay looks like and b. where on the overlay the "fixing 
points" (dont have the right terminology!) are. With draggable, 
rotatable ones, i could look at them, pick the one that looked best 
and plonk it down and drag it about to my hearts content.

JMHO, but as is, it's too hard for me so it's back to boards and 
cards on the kitchen table, which is a shame.
