I like the PHP forum idea. Each subforum can identify each interface.
i.e.
General
User Tech/Installation
User/Mod Maker Interaction (module improvements)
Mod Maker/Java Coder Interaction (requests for enhancements)
Coder development

Or something like that but doesn't PHP cost $?

Personally, I think a forum at the vassalengine.org site would be the best
solution overall.  List subscribers could continue to submit their techy or
module creation questions here while module specific/vassal use specific
Q&A's could be posted to the site's forum.  

Of course, it's easier said than done when I guess it would be RK that would
have to set up PHPPhorum or the like for his site.  :)
