Size shouldn't be an issue, but the format has to be JPG, GIF, or PNG. See
if you can open your paint file using a web browser. If it displays in the
browser, VASSAL should be able to handle it as well. If the web browser
chokes, maybe you exported the image in a different format.

I am in the Basic Piece selection, I "double click to add new image"
