With careful prototype design and using Game Piece Images (GPI's), a keen team 
could put the basics together in a month or two. A central co-ordinator could 
farm out work and build the combined module by editing buildfiles Most of the 
time needed is in creating the specific images and counters once the GPI layout 
is finished. This can be done by anyone with only a little training. 

Based on my recent experiences, you are looking at the following rough time 
breakdown:

Maps, charts etc. - 25%
Creating overal structure, protoype design, menus,  GamePieceLayots - 25%
Generating individual GamePieceDefinitions and individual counters - 50%

With good prototype design, you can quickly build up the counter inventory and 
add features as required later.

I guess I'm saying, don't be put off by the size of the game or the 'smickness' 
factor of Warplanner. A basic working game could be put together quite quickly 
and then cleverness added later.

I haven't put it on AWAW group yet, do you think I should?  I think unless 
it is rule or game based they tend to frown on it.

I haven't done any vassal modules, in fact I have only created one game ever 
for Aide de Camp II otherwise I would consider helping anyone doing it but 
not sure how much help I would be.
