Hi Randy,

Something that you *may* try - and this would mean starting over plus adding a 
good bit of work, but I would scale the map and counters up so that the 
counters are 65x65px in width (which I think is a good size personally) meaning 
that the map would need to be about 4000px in width.

I made a sample.  First, I took the map, converted it to CMYK colors and then 
scaled it up to 4000px in width.  I then ran an unsharp mask over it.  I scaled 
your 1Don counter using the same process to 65x65.  This makes the counter much 
more legible IMHO.

Again, a good bit of work but I think that you would be happy with the outcome.
