Not in my (limited) experience. Here is what I've tried. First I attempted to set the "stacking options" all to zero. Didn't help Then I tried to set the "stacking options" in all my map windows to zero. Didn't help
Then I checked "disable stacking" in the "stacking options". Didn't help. Then I checked "disable stacking" in all my map windows. Didn't help. I should note that the "cards" in the deck all have the "Does not stack" property (inherited via a prototype). Anyhow, if "stacking options" is the correct way to change this behavior I'm gonna start asking how I can have a "flat looking" deck on the same map window as conventional stacked pieces.
