I just noticed one other difference.  It DOES get triggered if I drag a
piece from a stack to a deck.  But not from the board to the deck.  For
example, if I have a piece that stacks and its already in a stack, and I
expand that stack, select one piece from the stack, and drag that to the
deck... It triggers.

But, if i have a piece that stacks and is just on the board, and i drag it
to a deck, it does NOT trigger.

And... if I have a stack of pieces, do NOT expand them, and drag them all
to the deck, NONE of them trigger.
