 From the command line, assuming you're using Windows, enter:

\path\to\java.exe -Xmx512m -jar \path\to\runvassal.jar

The paths will depend on where you've put VASSAL, and where the JRE 
installer for Windows puts java.exe (sorry, I'm a Mac native by choice, 
so I don't have a PC to check quickly).

You can probably put this in a shortcut or a .BAT file to save having to 
keep typing it.
