Not a comment on how to do it in Vassal (unfortunately)
But in game terms, if you have an automated way to handle
the die rolls, then it would be a nice little improvement
over the board game mechanics to roll for each potential
contact and not once for each unit that searches.
That would improve the Fog of War effect that you are seeking,
since even with a hidden die roll, a player who gets ANY contact
from a particular searcher will know that it's seen EVERYTHING
over the area it covered. If there is a separate roll for each
potential contact, then the information is hidden much better.
And if it's both automated and hidden, then there is neither any
additional work for the player, nor any leakage of information.
