Sorry I just redone it again and guess what no go. The File ----> New game is only in the controls window that's the large one that goes across the screen? All I have left is the Edit Window, with the Files Tree Thanks for your help Garry

Note that you wont have a "save file" or anything to load. The only thing that will happen when you go to FILE > NEW GAME is the button that you made for the TAC board will highlight meaning that it can be pressed. Once you do that, the black TAC map should show up. So what is disappearing, the entire VASSAL main menu (not the editor window, but the main window where you go to load a new game)? This may be stating the obvious, but look down in your task bar, the window is probably down there. Your browser window may be covering it or it may have minimized. That's my only suggestions, maybe Brent or someone else will come along with some more.
