Probably a strange question but hopefully someone here has an idea :)

I start with a game piece unit. I have a cannon that launches cannon
ball markers. If one of these markers lands on a game unit, I want it
to   destroy it. I'm having trouble figuring out how to trigger
something that affects only the hex it is in.

So In general I want the piece on top (which does not stack and is
always on top): 

a) Cause something to trigger only on the piece under it?
b) Cause something to trigger on the piece under it and all pieces 1
hex away?
