[vassalengine] How to make discards go to the bottom of the deck

I'm creating a module (woohoo!), and I need discards, by default to go
to the bottom of their respective decks.  Is there a handy way to do
this?  If I have to, I suppose I could have the discard go to a faux
discard pile, then move the deck to that discard pile, then move the
whole mess back, but that seems like a lot to expect of prospective
players.

Any tips?
