Just add a discard pile for each deck. It will act as the "bottom" of the deck.
Give it a command to return to draw deck when the draw deck is empty. Is there a handy way to do this? If I have to, I suppose I could have the discard go to a faux discard pile, then move the deck to that discard pile, then move the whole mess back, but that seems like a lot to expect of prospective players.
