It seems to me, based upon your given criteria, that the HQ Command Radius
feature of the A Victory Lost module does exactly this... except that the
"sight" of the HQ's is "obstructed" by major river hexsides.
Now, you'd have to talk to mod-whiz Brent Easton, as he's the animal behind
that brilliant module, but it seems to me that what you want is absolutely
doable.
How? No idea ;-) But AVL seems to be a good proof-of-concept.
