No. There are ways to convert an existing VB app to PocketVB and/or
pocket vb.net. 3rd party controls are a major problem, since very
very few 3rd party components exist for WinCE (or whatever they're
calling it these days).

The program used to convert apps is called AppForge CrossFire
(formerly MobileVB):
