Tony,
 
When you in a VB project, double-click any form.  This should take you to the 
Form_Load event.
 
Above it, there will be 2 dropdown lists.  The one of the left -- click it.  There 
should be an entry called "General".  Select it.  You are now in the general 
declaration section of the form.
