We always ship all UI languages that we support, so shipping all user manual translations isn't much different to my mind, and it shouldn't be harder to ignore the French manual than to ignore the French UI translation.
We have disabled this for our own release builds because the French manual isn't complete enough yet - hoping that if we enabled it in other builds people might see it and give the translator a bit of support to hopefully get it to a stage where we can ship it by default too.
