It's not part of virtualization in the strict sense. Real
disks have a fixed size, so properly virtualized disks
should have fixed size as well. Note we are talking about
disk images here, not SAN LUNs.

Someone would have to develop it. Resources are limited,
other features have higher priority.

With proper planning, this feature not needed, hence the low
priority.

Many people think it is necessary to (be able to) expand a
virtual disk, but in most cases they can easily solve their
space problem by adding more virtual disks. Just as in real
hardware.
