The last sentence is indeed not 100% clear. You definitely need VT-x
or AMD-V for 64-bit guest support. This is just a restriction of the
implementation of the VirtualBox VMM. Of course it would be possible
to make 64-bit guests work on non-VT-x/AMD-V hardware but we saved
the effort as the most processors have support for this hardware
extension in these days.
