I have added a Quicken icon to my Gnome panel that I think worked as you desire. The only kind of strange thing was that it puts the Windows task bar just above the lower Gnome panel. I've undone it now and can't recall the details.

And I found an earlier thread on the VBox-users list that might help. Here is the pertinent message and the URL points to some guidance on the topic.

I tried it atm, but have changed many times my config. I have to test
it again. (tomorrow :-)
