This is more difficult than you might think. In the current architecture
a VirtualBox process does not only contain the VMM for virtualizing the
guest but the same process is also responsible for handling the user
frontend. Doing what you propose would mean that a VM is always started
in headless mode and the VM does only connect if necessary. Of course
this would be possible but for now the architectural changes are too
intrusive for too little benefit. Maybe later.

Do you mean VBoxManage? This is already possible. If you mean the
VirtualBox GUI VM manager, then this will be possible with the next
major release.
