Now, with the command ip addr del 192.168.1.26/32 dev tap0, I have cleared the 
ip address of tap0 interface. And then use the ifconfig line on my guest's eth0 
to make the guest have the address 192.168.1.23. 
Through these steps, the guest have gotten to network finally. Thanks again for 
your suggestion.

Unless you have a good reason for it, don't do that.

Probably because that's what your guest got from a dhcp server on your
network. If you want your guest to have the address 192.168.1.23, then
use the ifconfig line you gave on your guest's eth0, not on your
host's tap0. HTH.
