Richard,
While I disagree with this, Microsoft considers the instance that the machine is running on, technically, running a Vbox running Windows 7 on a host machine running windows 7 would need two licenses. Otherwise I could run an unlimited number of servers using MS Windows 2008 on a cluster and only pay for one license. This is why I am constantly talking about why modern copyright, especially concerning software is out of date.

Will you please stop spreading ms-information about the licensing vagaries.

For Windows Server:

http://www.microsoft.com/licensing/about-licensing/virtualization.aspx

For information regarding your specific Microsoft Licensing go here:

http://www.microsoft.com/About/Legal/EN/US/IntellectualProperty/UseTerms/Default.aspx

In most cases you do not need a further license for running the same version of Windows as what your PC was purchased with (OEM).
