Found this in the troubleshooting FAQ: VBoxManage setextradata "windows" "VBoxInternal/PDM/HaltOnReset" 1 which gave me the error number, in this case, 0000007b. Looked that up on the forum which suggest something with IDE controllers. Under storage I deleted the SATA controller, and installed an IDE controller instead and used my current image.
