I think attaching this kind of USB device (and any wireless adapter) to
a guest is not supported.

Try this:

Stop the guest VM.

Deactivate the USB modem device in the USB filter rules in the guest
settings so the guest doesn't capture it. 

Activate the USB modem in the host OS. 

Attach the virtual network adapter in the guest, typically Intel
PRO/1000 MT Desktop (82540EM), to the network device in the host that
represents the USB modem. 

Start the guest VM.

Configure it to use the virtual network adaptor you created above.


Try bridged mode first, if that doesn't work, use NAT mode.
You will have to maintain the connection in the host OS.
Note: I don't have that hardware, so I didn't test.
Perhaps someone else has more experience?
