Googling around on this, I found one solution that worked for me here:

A mouse setting where if press the cntrol key you get flashed
concentric circles around the mouse showing where it is on the screen.

I had that on (In `MATE' the setting can be found at:
    Preferences => Hardware => mouse .. a checkbox labeled
    LOCATE POINTER .. show position of pointer when the
    Control key is pressed)

I had that checked, and somehow that hi-jacks the Control key so
that it is not available inside a Vbox vm
